Idea pitch

The project will directly connect all the people of the LAG with the relevant authorities, through a web portal (platform) in order to make known all the issues from their communities and to have the chance to be directly informed about all the relevant topics. In the same time, they will be connected between themselves through focus groups and, thus, participate to the management of their communities.

Where will your project idea take place?

Rural territory of the LAG Tara Nasaudului, Bistrita-Nasaud County, N-W Romania.

What is the specific societal challenge faced by this region?

The territory covers an area of almost 1250 sqkm and 55500 inhabitants. Half of the area is mountainous, with the households dispersed on larger distances between them and facing quite serious remoteness. A specific feature of the territory is the scarce connection between the people and the relevant authorities of the area, including the Mayor's Office. The social life of the communities is affected by the lack of information, the difficulty to get to the authorities or providers in order to get information about the payment of taxes, subscriptions etc. These are the issues trying to be solved by the project: the connection of the people through the internet to the centralised portal (platform) gathering all these local actors in order to allow a reciprocal interaction.

Who are you doing it for?

The target group for this project is consisted of the 55500 inhabitants of the LAG territory. The situation implied by the project is a win-win one as both the citizens and the local economic actors or authorities will benefit of it. There is a quite good coverage of the internet and the interaction will be possible both by computer or smartphone.

How do you plan to get there?

The implementation will have as stages: the awareness rising for all the participants (citizens, local actors and authorities) - community meetings; the establishment of the sections and information to be comprised, the functional analysis (focus groups in each community with the participation of the team); build up of the technical resources; build up of the portal (platform) and testing; making the project operational and permanent management and update.

What are the expected results?

In one year time, the platform will be operational and the people will be able to used it. This will make people to interact more with the authorities and thus contribute to the development of their own community. All 13 local authorities will be connected to the platform and able to solve the issues of their own citizens. The interaction is built on trust, that will have to be built in the year of the implementation.

How does your idea strengthen active citizenship at a local and community level?

Upto now, there were few moments when the citizens can interact with the different local authorities due to distances, various problems, busy schedule, etc. For the slightest interactions they have to move for kilometres long distances, making interaction very difficult. By this project, they will have the chance to interact very easily, in a digitalized way, with all the relevant actors and authorities in the area and solve all kind of issues they might have. This permanent contact will increase the active citizenship of the people and a deeper implication in the matters of the communities.

Why is this idea important to you?

The main things is that we know the difficulties of people in order to interact mainly with the authorities. The actual education level does not foster the digital interaction and the authorities do not consider providing digital interaction possibilities. There is need for a comprehensive approach implying all the actors. We are just trying to help people and communities develop and integrate into a digitalized world.

What do you need from the Civic Europe community?

As we have learnt about this possibility from the local authority of Kazincbarcika - Hungary, at a CLLD Conference in Brussels, we are awaiting for all kind of interactions.
