Idea pitch

For better care & management of Common Goods (COMMONS) we will:
1. Promote awareness & knowledge about them at any age, starting from very early;
2. Provide vocation oriented education & training for specially-abled, poor and elderly;
3. Create a platform to detect & classify public &private spaces suitable to be COMMONS;
4. Get a liaison amongst public & private sectors to generate employment to manage them;
5. Acquire experience and best practices to be transferred to neighbouring cities.

Where will your project idea take place?

Starting from Mesagne and then to Carovigno, Ostuni & Brindisi, to all cities of the Puglia Region

What is the specific societal challenge faced by this region?

The project will take off in Mesagne and then extend to 3 close cities, considering that:
-Approximately 300.000 graduates abandoned the South in last 2 decades in search of future;
-Natural, historical, cultural and human resources are not optimally valued;
-Innovative communication models and cooperative behaviour are still lacking;
-Puglia region has per capita incomes 60% lower than North Italy;
-There are poor infrastructures and logistic integrations.
-To develop this territory, we need to reduce the exodus of resources by empowering the community with trustful & valuable relationships;
-We can enhance liaisons amongst corporate, public organisations and citizens, through participative democracy for better accomplishment of COMMONS management by social innovation & cohesion.

Who are you doing it for?

Mesagne and the 3 involved cities have a rational “Regulation for sharing common goods”(https://www.labsus.org/i-regolamenti-per-lamministrazione-condivisa-dei-beni-comuni/). COMMONS differ from public goods since even institutional administrators cannot alienate COMMONS that are: water, air, forests, mountains but also public parks, health services, education, and archeologic sites as well. In order to elicit awareness, participation and a shared administration of COMMONS in these municipalities, we will involve in various activities a wide gamut of associations, schools, groups, quarters, parishes, media, etc. reaching out a sizeable number of Citizens close to 20.000 among students, workers, clerks, researchers, teachers, elders, housewives, artisans, professionals, leaders, etc.

How do you plan to get there?

The applied methodologies are the traditional one, but also unconventional methods, such as "World Cafè", used in meetings between youngsters, to "deliberative polling", as groups of citizens who meet to discuss a particular problem at the "Débate public", a method born in France to also involve the stakeholders. The methodology will be decided and refined by the way and will be constantly supported by a dialogue activity, in order to detect needs, summarize and start processes of knowledge and good practices.
At the end of each activity a final proposal will be drafted. Minutes, Reports etc. received will be published online and will be used to compose the Participated Proposal Document, to bring out the results. Finally, the DocPP, will be published through the communication channels.

What are the expected results?

Operating in synergy, we will have created a profound and remarkable impact as far as improvement in citizen`s awareness, participation, integration between citizen and organization for the COMMONS. In addition, the interaction with the 3 Clusters/Consulte (Environment & Social/Health Services, Volunteers & Culture, Sport & Recreation) will have generated an astounding gamut of networks equipped with ideologies, passion, motivations and leadership among the local communities, as several people will learn by doing. Furthermore, it will be an inspiring venture for the public sector and citizens to look up as it preaches and practices the ideology of mutual cooperation, harvesting not only an optimal utilization of COMMONS but also aiming to future plans, activities and interventions.

How does your idea strengthen active citizenship at a local and community level?

Italian history depicts that sustainable economic progress can only be achieved with strong association and participation amongst society, which holds true even now. Economic development is part and parcel of Democracy, so without the citizen`s involvement, the EU cohesion funds and Institutions will be incompetent. During 2013 and 2015, Puglia had 299.000 volunteers and 34.037 Non-Profit Institutions respectively. Specifically, Municipality of Mesagne has 3 Consulte which represent clusters of 103 associations which act as a bridge amongst these institutions. We will design a meta-model with potential and motto to bring synergistic relation between citizens and institutions for the COMMONS development, which may further be propagated and implemented abroad, hopefully, by Civic Europe.

Why is this idea important to you?

COMEPER & Partners intend to transform the former Cappuccini Convent into a Monastery of the 3rd Millennium, as a major contributor to Mesagne meta-model of participative democracy for the management of COMMONS.
COMEPER promotes Research & Education through summer & winter schools, libraries & multimedia labs, as well as networks of colleges, cultural hubs and also provides accommodation for students, researchers & teachers. It motivates citizens from multiple disciplines to contribute to achieving better management of COMMONS. It encourage locals to participate in national & international calls to enrich their knowledge of Democracy & civic responsibilities. It promotes Life Long Learning with seminars, conferences & Think Tanks on modern knowledge of frontline social &scientific issues.
